Maj Gen David Mugisha, Commander of the Special Force Command (SFC), has praised His Excellency President Yoweri Kaguta Museveni, Commander-in-Chief of the Uganda Peoples’ Defence Forces (UPDF), for transforming the army into a capable, efficient, and disciplined force that upholds national unity and security while fostering peace and stability in the region.
“I wish to extend my heartfelt appreciation to H.E. the President and Commander-in-Chief of the UPDF for being a pillar of strength and vision for our armed forces, guiding us from our early days as a guerrilla-based army to the modern, well-structured professional force we are all proud of today,” he stated.
Maj Gen Mugisha made these remarks during the retirement ceremony for 31 SFC soldiers at the SFC Headquarters in Entebbe. The retirees included Warrant Officers Class 1, Warrant Officers Class 2, Staff Sergeants, Sergeants, Corporals, and Privates.
He also praised the President for establishing a comprehensive retirement system for gallant generals, senior and junior officers, calling it a significant milestone in recognising their dedicated service. “In the past, retirement in the army was associated with fleeing the force, but today our brothers and sisters have walked away with dignity after serving honourably,” asserted Maj Gen Mugisha.
He extended his gratitude to Chief of Defence Forces (CDF) Gen Muhoozi Kainerugaba for his pivotal role in shaping the strategic direction and operational effectiveness of the UPDF. “Under his wise leadership, the UPDF has undergone significant modernisation and professionalisation. He has advocated for improved welfare for soldiers and enhanced retirement packages, ensuring that they receive the support they deserve, including pensions, healthcare, and vocational training. His efforts to promote a dignified retirement process celebrate the contributions of retiring soldiers, fostering pride among active personnel in the belief that service under the UPDF is a noble calling,” Maj Gen Mugisha remarked.
Additionally, he urged retirees to live within their means and maintain a strong relationship with the army. “Remember that if duty calls, you will be recalled to serve your nation. You have served with bravery and commitment; your dedication has not only safeguarded our freedoms but inspired countless others to follow your example,” he added.
Maj Gen Mugisha encouraged retirees to engage in wealth creation initiatives through sustainable investments, particularly in agriculture, advising them to steer clear of high-risk ventures. “Please use your retirement packages wisely and invest in commercial agriculture,” he noted.
He also reminded retirees to uphold Uganda’s core values of patriotism, Pan-Africanism, socio-economic transformation, and democracy. “Be ambassadors of good ideology and discipline,” he urged.
Brig Gen Paul Namawa, Chief of Staff of SFC, expressed gratitude to the retirees for their diligent service. “I thank you for your dedication during your time in duty; you have played your part well,” he said.
“Retirement is not the end but the beginning of new opportunities. As you step out, do not view it as a conclusion of your service but as a chance to focus on yourselves and your families,” he added.
Col Mango Baraza, Director of Human Resource Management-SFC, highlighted the importance of retirement as part of effective personnel management. “Retirement is fundamental to ensuring an effective force while enabling retirees to transition to civilian life and invest their packages wisely,” he explained.
On behalf of the retirees, Warrant Officer 1 Frank Wamala expressed gratitude for the opportunity to serve. “We thank the leadership of the UPDF for the chance to serve our nation. Your guidance and vision have supported us through many challenges,” he stated.
The ceremony was attended by brigade commanders, directors, senior and junior officers, and other invited guests.
