Maj Gen James Birungi, Chief of Defence Intelligence and Security, has highlighted the critical importance of adaptability in military service, cautioning that no one should assume stability in the routine tasks of military duty.
Speaking at the handover ceremony for the Office of Assistant Chief of Defence Intelligence and Security – Defence Engagement and International Affairs (ACDIS-DEIA), held at the Ministry of Defence and Veteran Affairs Headquarters in Mbuya, Maj Gen Birungi underscored the need for flexibility.
During the event, Col Naboth Mwesigwa formally handed over the office to Col Paddy Ankunda.
Maj Gen Birungi praised Col Mwesigwa for his integrity, practical leadership style, and dedication to delivering impressive results during his time in office.
In his speech, Col Mwesigwa expressed gratitude to President Yoweri Kaguta Museveni and the Army leadership for their guidance throughout his career in the Uganda Peoples’ Defence Forces (UPDF). He also extended his appreciation to the Protocol team for their collaboration and support during his tenure.
Col Paddy Ankunda thanked the UPDF leadership for their trust in him and affirmed his commitment to the new responsibilities entrusted to him.
Drawing on his previous experience as Head of Protocol, Col Ankunda expressed confidence in his ability to meet the demands of his new role, paying tribute to his predecessor’s outstanding leadership.
The ceremony was attended by key military figures, including Deputy Chief of Defence Intelligence and Security Brig Gen Abdul Rugumayo, Brig Gen Julius Mbeine, who oversees Counter Intelligence, as well as senior and junior officers.
